Highly visible military manoeuvres and a pattern of escalation is meant to project a resolve to seriously equalise its adversaries’ threats. The current display of military might, therefore, is not merely a show of strength but a calculated signal intended to remind NATO and European powers of the catastrophic consequences that could follow any miscalculation or direct confrontation with Russia.
Given the short distances involved, the high readiness levels of certain Russian units, and the increasingly blurred lines between conventional and strategic assets, some military analysts warn that a full-scale escalation, potentially involving nuclear weapons, could be initiated and reach targets across the continent in under thirty minutes. This sobering reality underscores not only the fragility of the current security environment but also the urgency of diplomatic efforts to de-escalate tensions before rhetoric turns into irreversible action.
In this already fraught environment, the potential implications of the so-called “Karaganov Option” cannot be overlooked, especially by policymakers and analysts concerned with the trajectory of Russian strategic thinking. Though the term itself remains loosely defined and subject to considerable interpretation, it is generally associated with the views of Sergey Karaganov, a prominent Russian political scientist and former advisor to the Kremlin, who has advocated for a more assertive, and in some readings, pre-emptively aggressive, foreign policy in response to what Russia perceives as an increasingly hostile Western encirclement.
Central to this doctrine is the belief that Russia must not only defend its national sovereignty but also proactively shape its security environment, even if that means initiating pre-emptive action to neutralise threats before they materialise. In this context, the ongoing military build-up along Russia’s western frontier, particularly near the Baltic states, may represent more than routine manoeuvring or deterrence.
It could instead serve as a deliberate, calculated signal of Moscow’s readiness to escalate, militarily if necessary, in defence of what it defines as existential interests. This posture challenges traditional Western assumptions about deterrence stability and introduces an additional layer of strategic ambiguity, raising the stakes for any potential misstep or misunderstanding.
While the current force deployments may constitute only a fraction of Russia’s total military capacity, their symbolic weight and psychological impact are disproportionately large, particularly for frontline states such as Estonia, Latvia, Lithuania, and Poland. These moves not only heighten the sense of vulnerability among bordering nations but also stress-test the unity, credibility, and response mechanisms of the NATO alliance.
From a strategic perspective, the ambiguity surrounding Russia’s intentions, whether it seeks to intimidate, provoke, or prepare the ground for future action, complicates the West’s ability to calibrate an effective and proportionate response.
Moreover, the compressed decision-making timelines imposed by proximity, high readiness levels, and modern weaponry reduce the margin for error and increase the risk of miscalculation. In such an environment, understanding the subtlety behind Moscow’s manoeuvres, both in terms of military deployments and doctrinal signals, is essential not only for deterrence, but also for the preservation of strategic stability across Europe. WAR IS A GROWING CONCERN ACROSS EUROPE - VE Day, or Victory in Europe Day, is celebrated on May 8 each year to mark the formal end of WW2 in Europe.
Allied forces accepted the unconditional surrender of Nazi Germany, bringing nearly six years of brutal conflict in Europe to a close. The day is commemorated to honour the courage and sacrifice of those who fought and died during the war, and to celebrate the return of peace to the continent.
On the 80th anniversary of VE Day, that peace suddenly seems fragile as Russia’s Ukraine SMO and the crumbling transatlantic alliance have rattled Europe’s long-lasting sense of security. As Statista's Felix Richter reports, with the United States under Donald Trump no longer seen as a reliable partner, and Putin’s Russia posing an unpredictable threat, concerns about possible military conflicts have risen across Europe.
According to Ipsos’ monthly, 'What Worries the World' report, more Europeans fear the prospect of war, naming it among the top three concerns their country is currently facing. As the chart shows, these concerns are particularly widespread in Poland, which is not a surprise, given its border with Ukraine and proximity to the war that has been raging for more than three years.
Growing concern about military conflicts isn’t limited to Eastern Europe, with the Netherlands, Germany and France also seeing significant increases in the share of respondents who picked war as a top 3rd concern. Beyond Europe, fears of war are less widespread in other parts of the world, with an average of 12% of respondents naming it a top concern across 29 countries. Interestingly, armed conflict is not a major concern for people in South America, with fewer than 5% of respondents in Brazil, Chile, Colombia, Argentina, and Peru named war as a top concern. Source

Using academic studies on social cohesion, civil war causation theory, and social attitudes surveys, he argues that the following preconditions are all present in contemporary Britain:

a collapse in trust
economic pressures
the perceived downgrading of the majority population in a previously homogeneous society
The current dynamics, he continues, point to an emerging conflict between radicalised factions within the Muslim community and an incipient nativist white nationalism. Professor Betz goes on to claim, using the Maoist model dividing insurgencies into three phases, that the nativists are in phase one, the so-called defensive phase in which the group begins to organise, disseminate propaganda, and build a conscious community. As outlined by Felicity Arbuthnot, with foresight 10 years ago in a December 30, 2013 article: “Israel is set to become a major exporter of gas and oil, “If All Goes to Plan”. In the current context, Israel’s “All Goes to Plan” option consists in bypassing Palestine and “Wiping Gaza off the Map”, as well confiscating ALL Gaza’s maritime offshore gas reserves, worth billions of dollars.
The ultimate objective was not only to exclude Palestinians from their homeland, it consists in confiscating the multi-billion dollar Gaza offshore Natural Gas reserves, namely those pertaining to the British Gas (BG Group) in 1999, as well the Levant discoveries of 2013.
Felicity Arbuthnot’s 2013 Analysis: “The Giant Leviathan natural gas field, in the eastern Mediterranean, discovered in December 2010, widely described [by governments and media] as off the coast of Israel. "These Levant reserves must be distinguished from those discovered in Gaza in 1999 by British Gas, which belong to Palestine. Felicity Arbuthnot’s analysis nonetheless confirms that “Part of the Leviathan Gas fields lie in Gazan territorial waters” (See map above). Whilst Israel claims them as her very own treasure trove, only a fraction of the sea’s wealth lies in Israel’s bailiwick as per maps. UPDATE. Israel’s Secret Intelligence Memorandum. An official “secret” memorandum authored by Israel’s Ministry of Intelligence “is recommending the forcible and permanent transfer of the Gaza Strip’s 2.2 million Palestinian residents to Egypt’s Sinai Peninsula”, namely to a refugee camp in Egyptian territory. There are indications of Israel-Egypt negotiations as well as consultations with the US.
The 10-page document, dated October 13, 2023, bears the logo of the Intelligence Ministry, which assesses three options regarding the future of the Palestinians in the Gaza Strip. Abstract. "The COVID-19 pandemic provided a stark reminder that societies will struggle to address global challenges unless they are able to change behaviour at scale. The widely adopted ‘nudge’ approach epitomizes an individualistic, deficit model of human cognition and motivation that leverages or overcomes people’s weaknesses and biases to get them to do things they would not do otherwise. By contrast, this argues that tackling the challenges facing humanity requires a collective, capacity-building approach, one that boosts the competences, opportunities, and motivations of individuals to act together."
Introduction. Human behaviour can be both the cause of and the solution to many global challenges, including pandemics, non-communicable diseases, antimicrobial resistance, the climate and biodiversity crisis, democratic backsliding, and violent conflicts. A recent example is the COVID-19 pandemic (‘Behaviour fuels, and fights, pandemics’, 2020).
Public policies to contain the spread of the virus included attempts to change people’s everyday behaviours, such as reducing physical contact and spatial proximity to others, wearing masks, and frequent handwashing. People were also expected to adopt specific protective behaviours such as regular testing, adhering to isolation guidelines, getting vaccinated, acquiring and understanding novel information and concepts (e.g., exponential growth), and building on or developing new competences such as coping with anxiety when under economic strain, dealing with loneliness in the face of self-isolation and quarantine requirements, cultivating social relationships under profoundly different conditions, considering the perspectives and concerns of others (e.g., people at risk), coordinating and cooperating with others, communicating with respect, migrating to online environments, developing effective work-from-home arrangements, and managing conflicting demands: (Kniffin et al., Reference Kniffin, Narayanan, Anseel, Antonakis, Ashford, Bakker, Bamberger, Bapuji, Bhave, Choi, Creary, Demerouti, Flynn, Gelfand, Greer, Johns, Kesebir, Klein, Lee, Ozcelik, Petriglieri, Rothbard, Rudolph, Shaw, Sirola, Wanberg, Whillans, Wilmot and van Vugt2021).
Behavioural science can play an important role in understanding why people behave as they do and how societies [governments] can affect behaviour change to meet global challenges (Hallsworth, Reference Hallsworth2023). One popular approach has been labelled ‘nudging’. The nudge approach is based on the idea that human decision-making is often subject to severe limitations that need to be overcome or leveraged, and that small changes to the way that decisions are presented can ‘nudge’ people to make better choices, without them necessarily being aware of it. It is argued that the opposite of this approach is what is needed, one that builds on people’s strengths, not just as individuals but as social animals with the ability and motivation to act collectively.
The nudge approach to behaviour change. Nudging is rooted in the idea that ‘small and apparently insignificant details can have major impacts on people’s behaviour’ (Reference Thaler, Sunstein, Balz and Shafir2013, 428–29) and that leveraging such subtle effects is preferable to applying more overt ways of influencing behaviour, such as support, persuasion, incentives, or coercion. To encourage healthier diets, for example, nudging steers clear of instruments like banning products, restricting advertising, or increasing costs through taxation.
Instead, it focuses on how and where unhealthy products are displayed in shops or canteens (Bucher et al., Reference Bucher, Collins, Rollo, McCaffrey, De Vlieger, Van der Bend, Truby and Perez-Cueto2016; Cadario and Chandon, Reference Cadario and Chandon2020). By rearranging products so that healthier options are more prominently featured and easier to access, nudging aims to direct people towards choices that are in their long-term best interests.
Nudging exemplifies a ‘deficit’ model of human behaviour, according to which people’s decision-making processes are inherently limited. Cass Sunstein, who together with Richard Thaler invented and popularised the nudge concept, has argued that many consumers struggle with ‘inadequate information and behavioural biases, which can produce internalities, understood as costs that people impose on their future selves’ (Sunstein, Reference Sunstein2024, 1).
In other words, due to informational, cognitive, and motivational limitations, people often make choices that have negative consequences for their future well-being. The nudge approach proposes that 'behavioural engineers' can leverage such limitations, including overconfidence, loss aversion, status quo bias, framing effects, lack of self-control, myopia, inertia, inattention, and error-prone heuristics, to steer people into doing what is in their interests. In short, nudges are called for because of flaws in individual decision-making, and they work by making use of those flaws’ (Hausman and Welch, Reference Hausman and Welch2010, 126).
The Mechanisms of Nudging. Nudges can be divided into two broad categories: architectural and educative (Sunstein, Reference Sunstein2022). Architectural nudges target the choice architecture, or how choices are presented to people. This can include the placement of options in a list or their physical location in space, the language used to present them, and whether people have to opt in or out of them. For instance, placing healthier foods at eye level in a shop is a form of architectural nudging.
Educative nudges involve providing warnings, reminders, and information to guide decision-making. This includes communicating descriptive norms informing people about others’ behaviour (Cialdini, Reference Cialdini2007). For example, a sign in a hotel bathroom saying ‘75% of our guests reuse their towels to protect the environment’ encourages people to follow the majority’s eco-friendly behaviour.
The nudge approach has been described as a form of libertarian paternalism (Thaler and Sunstein, Reference Thaler and Sunstein2003). It is paternalistic because an external authority prompts people to act in ways that the "authority" has decided is beneficial, individually and/or collectively. It is libertarian because it maintains freedom of choice and does not remove options or force people to act in a particular way.
The Appeal of Nudging. The nudge approach has proved popular among policymakers, arguably for several reasons:
First, nudge policies can be highly cost-effective (Benartzi et al., Reference Benartzi, Beshears, Milkman, Sunstein, Thaler, Shankar, Tucker-Ray, Congdon and Galing 2017). Even when they result in very small changes, they do so at low cost and the population-level impact can be significant (Halpern, Reference Halpern2015).
Second, because nudging does not involve outright prohibitions or potentially costly support programmes, it appeals to governments that are averse to overt regulation and that advocate for fiscal conservatism and reduced government involvement in societal affairs (Halpern, Reference Halpern2015).
Third, unlike other policy options, nudging does not require governments to take on corporate interests. A study of 11 countries that tried to impose sugar taxes on soft drinks, for example, found that all faced energetic lobbying and criticism (Lauber et al., Reference Lauber, Rippin, Wickramasinghe and Gilmore 2022).
Fourth, the nudge approach can absolve governments from their responsibility to address collective and societal problems. Framing issues like obesity, ill-health, and poverty as failures of individual decision-making diverts attention from systemic drivers of behaviour for which governments are responsible, such as allowing the production and dissemination of harmful products (Nestle, Reference Nestle 2015; Kozyreva et al., Reference Kozyreva, Lewandowsky and Hertwig2020; Chater and Loewenstein, Reference Chater and Loewenstein2023).
Fifth, nudge arguments align with broader views that politicians often hold about the public. The Hobbesian legitimisation of government is that, left to themselves, individuals are incapable of creating a safe and stable society (Hobbes, Reference Hobbes1651/2016). Nudging can be seen as providing a ‘scientific’ justification for this viewpoint and a logical solution for societal problems. The more individuals are portrayed as cognitively and motivationally deficient, the more credible it becomes to blame them for societal issues and to cast nudging as a justifiable solution. Source

Societies Are Under Attack. On April 27, 1961, John F. Kennedy, in his address to the American Newspaper Publishers Association at a Bureau of Advertising dinner, famously stated that “we are as a people inherently and historically opposed to secret societies, to secret oaths, and to secret proceedings”. He explained the reasons for his sentiments, adding: “there is little value in ensuring the survival of our nation if our traditions do not survive with it … Our way of life is under attack”.
In Britain, likewise, there is mounting unease, even amongst Labour Party supporters. Close to 50% consider the Labour Party to be heading in the wrong direction, and a follow-up poll in early April revealed a crisis of confidence in the party’s policies. The vitriol extends to the population at large as a glance at X will reveal, with diatribes against Keir Starmer (based on broken promises), Rachel Reeves (for her withdrawal of support for the vulnerable and for imposing crippling new taxes on farms), Ed Miliband (on energy prices), Jess Phillips (for refusing to meet Oldham Council to discuss a rape gang inquiry), and Kim Leadbeater for pushing an Assisted Dying Bill that many experts consider to be denuded of safeguards.
And then there’s the shock of discovering four Labour MPs (Dame Angela Eagle, Chris Murray, Steve Race, and Sir Chris Bryant) meeting to discuss the “catastrophic” (Eagle’s word) ruling by the Supreme Court about biological sex. The Supreme Court’s Deputy President, Patrick Hodge, said, “The unanimous decision of this court is that the terms woman and sex in the Equality Act 2010 refer to a biological woman and biological sex”.

You know P&S - it could be Russia has become "exhausted" with playing chicken with those who seems intent on trying to intimidate the Russian bear. That is no doubt a "fools-game" and the Baltic States could easily be subsumed against their will if need be I reckon - cause a bear must defend the homeland.

its like a "Mexican Standoff" - and onE vehicle is an ole VW bug (the "West") - and the other is a tank (Russia). I remember my friends dad when two cars were trying to go to the same place but then neither could get there - it was a game of "chicken" as to who would back down first in the Mexican Standoff - (ha, ha.....)....
