“So, with no solar-powered, wind-powered, or battery-powered aircraft, how does the DoD expect to defend America?”

They don’t.

I have an almost zero emission horse and a cart loaded with pitch forks for sale to the DoD. Does anyone have any contacts or maybe I should just approach Uncle Joe?

It would appear that Biden himself wrote most of the Climate change DoD plans to achieve the US goals. His advisers and script writers must have distanced themselves rapidly.

I think it is a comedy sketch as there is no way that this can be a serious document. Please tell me I am not wrong.

""ZEVs are (so-called) Zero Emissions Vehicles. BOOM wonders if they will contain steel, aluminum, glass, silicon, rubber, and plastics.""

What about neodymium, dysprosium and terbium (rare earth metals that often make up 30% of EV permanent magnets) noting that China mines about 63% of the worlds production of rare earth metals. Also much Cobalt is mined by child labour and Lithium mining is already wreaking environmental havoc in Northern Chile, where most of the world's Lithium reserves exist.

The International Energy Agency says that EVs use six-times more minerals than do those that run on the internal combustion engine. So, is this a sensible policy shift? Answer: Absolutely not.
