Their authority to rule rests on their presumption that they can see the future and have a project to manage it as they project in their "Event called the 'Summit of the Future', and it promises to “forge a new international consensus on how we deliver a better present and safeguard the future”.
When the future turns out differently their authority to rule falls away and leaves space for a new and more realistic model as you intimate.
