COLONEL FLETCHER PROUTY: THERE IS AN INTERNATIONAL POWER ELITE THAT RUNS THE WORLD. There is, and has been throughout history, an elite that runs countries and the world, Col. Fletcher Prouty said in a 1992 interview. Recognising the existence of this international power elite is essential to understanding the current situation.
On November 11, 1992 Jeff Steinberg, the counter-intelligence editor for Lyndon LaRouche’s Executive Intelligence Review (“EIR”), interviewed Colonel Fletcher Prouty (Ret.). The interview covered a wide range of topics related to the Cold War, including the Cairo Conference, preparation for the Cold War in the waning years of WW2, the conditions leading to the Vietnam conflict, the Bay of Pigs, the chaotic situation in South Vietnam, the assassination of John F. Kennedy, and President Johnson’s deathbed confession.
L. Fletcher Prouty, also known as Colonel Fletcher Prouty, was a retired colonel in the United States Air Force who served as Chief of Special Operations for the Joint Chiefs of Staff under President John F. Kennedy and was the real-life character upon which the figure of “Mr. X” in the 1991 Oliver Stone movie ‘JFK’ was based. He was a distinguished career military officer, historian, author, and expert on the international railroad industry.
His books include ‘The Secret Team’ (1973) and ‘JFK, the CIA, and the Plot’(1992). Col. Prouty died in 2001. Republishing the 1992 interview with Col. Prouty in 2013, LaRouche commented: “This 1992 interview has excellent insights into the ongoing fight against oligarchy that we are involved in. Colonel Prouty gives us a look at the inner workings of the US intelligence community from the inside. If you don’t have time to read his book, ‘The Secret Team: 'The CIA and its Allies in Control of the World’, his description of the period after WW2 leading into the Vietnam War is critical for Americans to understand.
In his book ‘The Secret Team’ Col. Prouty referred to the “international power elite,” a group of powerful figures who have controlled history from behind the scenes using propaganda schemes to shape the world and influence decision-making. Col. Prouty explained that the concept of the international power elite is not a conspiratorial theory but rather a recognition of the fact that powerful individuals and groups have always played a significant role in shaping history, and that this phenomenon continues to the present day. To prove his point, he gave the example of lobbyists and other special interest groups exerting influence over governments and legislation.
The idea of a powerful elite controlling world events is not new, and has been acknowledged by historical figures such as British statesman Benjamin Disraeli and Chinese emperor Sun Xiu, who noted that the general public is often unaware of the true forces at work behind government. Recognising the existence of this elite is essential to understanding the current situation, Col. Prouty said. “There is, and has been throughout history, an elite that runs countries and the world.”
To explain what the powerful elite’s worldview is, Col. Prouty used Thomas Malthus as the example. Thomas Malthus was an English economist and demographer who lived from 1766 to 1834. He is best known for his theory that population growth tends to outpace the food supply, leading to hardships and calamities such as famine, disease and war. Malthus’ worldview is representative of the power elites’ worldview.
During Malthus’ time, Col. Prouty explained, the British Empire had been built on the control of the sea and, knowing that its surface is finite, had begun to inventory the Earth. Led by Malthus, who taught at the East India Company’s Haileybury College, the inventorying of the Earth involved identifying the sources of various resources, such as tin and iron, and mapping the world, which in the process led to the discovery of different types of people and races.
Mapping where things and people are in the world “[is] a very important function, but it leads to one more thing that has governed the relationship between countries ever since then, because Malthus came up with this idea that the population is growing so much faster than the ability to raise food and therefore it wouldn’t be long before mankind would run out of food,” Col. Prouty said.
Malthus’ idea that the population is growing faster than the ability to raise food, combined with Darwin’s theory of the survival of the fittest, provided a convenient justification for colonialists to kill off large numbers of people, as they were seen as not being fit to survive, and this ideology backed up the concept of proprietary colonialism.
Proprietary colonialism refers to a form of colonial governance where people or groups, known as proprietors, are granted commercial charters by the crown to establish and manage overseas colonies. These proprietors had significant authority over the colonies, including the right to appoint officials, make laws and collect taxes, often acting almost as independent sovereigns within their territories.
Proprietary colonies were distinct from Crown or royal colonies, where the Crown directly appointed officials, and charter colonies, which operated under a corporate charter given by the Crown. Proprietary colonies were commercial enterprises established under the authority of the crown, and proprietors had responsibilities to both the crown and shareholders to ensure the security and profitability of the colonies. Several proprietary colonies were established in North America in the 17th century.
Both Malthus’ and Darwin’s theories were propaganda. Nevertheless, supported by these two theories, the concept of proprietary colonialism swept the world from the 19th century onwards and still has an impact today, as seen in events such as the Vietnam War, where hundreds of thousands of people were killed and the feeling was that it didn’t matter because they wouldn’t have lived anyway. Today’s spreading world crisis dates, in its current phase, from over 500 years ago when the small island nation of England, having renounced Catholicism over King Henry VIII’s marital woes, embarked under his daughter Elizabeth I, on a project of world conquest. By 1694, when the privately-owned Bank of England was founded, what soon became Great Britain had been taken over by international financial predators practicing the system of reserve banking that utilised usury augmented by compound interest to generate unending undeserved profits. This was a method of grand larceny accomplished by creating paper money “out of thin air” with a small amount of gold as backing (i.e., the “gold standard").
Leading the British takeover of the US was President Theodore Roosevelt, who had two uncles who served in the Confederate navy and who gained power when British operatives assassinated President William McKinley in 1900. Nathaniel Rothschild had set up a secret society, the Roundtable, in order to channel the South African gold and diamond wealth of the late Cecil John Rhodes to fulfil Rhodes’s mandate to “recover America for the British Empire.”
The British Roundtable, was mirrored by the Pilgrim Society, which married American and British aristocrats into a common power base. Britain created “Chatham House” as a permanent lobbying institution for endless imperial war, which was matched in the US by the Morgan-Rockefeller-funded Council on Foreign Relations. The CFR continues to advocate for global imperial dominance to this day. Its house organ is Foreign Affairs magazine.
All this was in line with the basic philosophy of ruling the population by Marxist levelling while reserving the lucrative top echelons for themselves. This strategy can be seen today in the installation of the “woke” liberal philosophy for the increasingly impoverished masses while keeping control in the hands of the billionaire class and their political lackeys. The strategy is spelled out in detail in the (fraudulent) 'The Protocols' (also known as: “Protocols of the Learned Elders of Zion”)
Thus the US itself was becoming a “Bolshevik” state as it was supplying much of the firepower for “Allied” victory in WWI and WW2, including Lend-Lease to the Soviet Union and the genocidal bombing of Germany and Japan. But the Soviet Union, which had facilitated the founding of Israel, was now declared the enemy, thus starting the Cold War.
During the 1980s-1990s, “Straussians,” known collectively as “Neocons,” joined with the denizens of the US military-industrial complex, like Senator Henry “Scoop” Jackson, Donald Rumsfeld, Dick Cheney, along with Rockefeller/Rothschild-dominated Big Finance to take over the US government. Instrumental was David Rockefeller, who founded the Trilateral Commission' to extend and rule over global finance. The way had been cleared by their 1963 assassination of President John F. Kennedy, the Rockefeller’s bete noir, who had tried to restore an indigenous US currency and intended to pull out of Vietnam. This cabal also got rid of President Richard Nixon, who was trying to reduce the power of the CIA and favoured détente with the Soviet Union.
After the 9/11 attacks, the US, now in full obedience to Israel’s ambitions and cheered on by Britain under Tony Blair, and later Boris Johnson, embarked on a series of wars in the Middle East, Ukraine, and elsewhere to complete what they saw as the project of total world domination. See this. These wars are going on to this day, with President-Elect Trump seemingly no different than anyone else in condoning it. See this.
The final battle against China now looms in order to complete a world takeover. But the US wars have not been succeeding, with Russia returning to its Christian roots, BRICS being founded in opposition to US dollar hegemony, and American/European society fracturing in new anti-woke civil wars. The US, under the control of the Neocons/Zionists and the Israel Lobby, has made so many enemies abroad that the American “Homeland” itself is now the target. Targeting becomes easier by the day with the Empire’s rapidly crumbling infrastructure. It’s not ordinary people trying to survive that have turned the beautiful garden of planet earth into a war-torn polluted hellhole. It’s the Empire’s billionaire financiers and their military/religious minions.
Thus it's not difficult to explain the financial travails of the world’s national economies. Is it “killing the goose that lays the golden egg”? Or “the parasite that has killed the host”? It’s exactly what has happened. But maybe the billionaires can blow up the whole world and escape to their bunkers before everything caves in or the peasants get across the moat with their pitchforks.
And there is an alternative which has appeared at times throughout history. It’s called “dirigiste” economics. It means that the central government works with the private sector to build a physical infrastructure that benefits the entire society and that provides a publicly-guaranteed currency to fund development and provide a reliable medium of exchange.
Before the Rothschilds and other usurers took over, Europe had dirigiste systems, especially France during its gran siècle. The 19th century American System of the Whigs and later the Republicans was a dirigiste system. Napoleon and later Charles de Gaulle both tried, but failed, to renew France’s dirigiste economy. Today, Russia, Iran, and China are building dirigiste systems, which is why they are defeating the West in Ukraine and will do so on all other fronts.
In the face of such rational economics, all the countries that compose the Anglo-America Empire (The West), including especially the USA, Britain, Canada, Germany, and Israel, are collapsing. The US could create such a system today, as outlined in the NEED Act, introduced in Congress by Rep. Dennis Kucinich in 2011 and currently on the books. The legislation's aim, according to its sponsor:
"To create a full employment economy as a matter of national economic defense; to provide for public investment in capital infrastructure; to provide for reducing the cost of public investment; to retire public debt; to stabilize the Social Security retirement system; to restore the authority of Congress to create and regulate money, modernize and provide stability for the monetary system of the United States; and for other public purposes." For this critically important proposed legislation, government representatives have memory-holed it as it challenges the ruling elite. There are several people who have made waves: former Rep. Ron Paul, who called on the government to “Audit the Fed” and Rep. Thomas Massie, who introduced legislation to abolish the Fed, while neither has proposed any solution as a replacement. Faith gives us the confidence to embrace truths that transcend empirical evidence, offering hope and grounding our deepest convictions. Francis Schaeffer, in his book 'Escape from Reason', warns against the dangers of divorcing reason from faith. He argued that reason, when isolated, can imprison our hopes in a purely materialistic view of the world. Faith, by contrast, liberates us to see beyond the immediate and grasp the eternal. Pascal himself exemplified this harmony, demonstrating that the most profound truths are found at the intersection of faith and reason.
Pascal’s insight into the human condition, that we are both capable of greatness and deeply flawed, resonates profoundly here. He understood that reason alone could never satisfy the heart’s deepest longings; only faith in a Great Creator could do that. Descartes’ contributions to rational inquiry remain invaluable, but Pascal’s recognition of faith’s essential role offers a fuller picture of human knowledge and purpose.

Today, the US military aspires toward overbearing power and Full Spectrum Dominance in all possible realms of warfare, not just sea and land but air, space, cyberspace, and any other realm of conflict that humans can imagine. That drives an annual war budget of a trillion dollars. “Defence” isn’t the driving concept—dominance is. The command of everything.
UKRAINE SITREP - June 2025 - THE ODESSA MOMENT. [by Scott Ritter]
Russia has informed Ukraine of its baseline condition for conflict termination: the withdrawal of all Ukrainian troops from the territory of lands which, from the perspective of the Russian Constitution, constitute part of Mother Russia. These include Kherson, Zaporozhia, Donetsk and Lugansk. Russia has also made it clear that if Ukraine does not accept these terms, the next time Russia is willing to sit down and negotiate with Ukraine their demands will include four additional Ukrainian oblasts, or administrative regions—presumably Odessa, Nikolaev, Dnepropetrovsk, and Kharkov. We have reached the Odessa Moment.
Back in January 2023, while appearing on “The Gaggle” with George Szamuely and Peter Lavelle, Ritter postulated that Russia was approaching what he called “the Odessa Moment,” that confluence of military and political circumstances which, once reached, would trigger a strategic decision by Russia to expand the Special Military Operation (SMO) beyond the geography defined by the territories absorbed by Russia, following a controversial referenda held in September 2022, on the territory of Kherson, Zaporozhia, Donetsk, and Lugansk, in which the question of self-determination was answered by a vote on whether these territories should be incorporated into the Russian Federation or not.
As originally conceived, the SMO was not about territorial acquisition but rather defending the rights of the Russian-speaking population of Ukraine. In negotiations which began less than a week after the SMO began, first in Gomel, Belarus, and later in Turkey, Russia simply sought to achieve that which had been promised as part of the Minsk Accords entered into with Ukraine, Germany and France in 2014-2015, in which Ukraine promised to make the appropriate changes to its Constitution guaranteeing that the rights and status of Russian-speaking Ukrainians would be protected.
Ukraine, backed by both Germany and France, and the United States opted to treat the Minsk Accords as an opportunity to build up military power sufficient to reclaim parts of the Donbas region (comprised of the oblasts of Donetsk and Lugansk) as well as Crimea which were lost in the aftermath of the CIA-backed Maidan coup of February 2014 which saw the Russian-speaking lawfully elected President, Victor Yanukovych, ousted and replaced by US-backed Ukrainian nationalists. Between 2015 and 2022, the US and its NATO allies trained and equipped hundreds of thousands of Ukrainian soldiers for the sole purpose of reclaiming by force the territories of Donetsk, Lugansk and Crimea. The United States and the world stand on the precipice of a nuclear Armageddon of our own making. Either we separate ourselves from the policies that have brought us to this point, or we accept the consequences of our actions, and pay the price. We cannot live in a world where are future is dictated by the patience and restraint of a Russian leader in the face of provocations for which we ourselves are responsible. Ukraine, not Russia, represents an existential threat to humanity.
NATO, not Russia, is responsible for encouraging Ukraine to behave in such a reckless manner. So, too, is the United States. The contradictory statements made by US policy makers regarding Russia provide political cover for Ukraine and its NATO enablers to plan and execute operations like Operation Spiderweb, and by taking sides in the SMO. Choose Ukraine and trigger a nuclear war. Choose Russia and save the world.

The British Government recently barred French writer Renaud Camus from entering the UK. Camus, originator of the ‘Great Replacement’ theory, was scheduled to speak at a Big Remigration Conference organised by the Homeland Party, as well as at the Oxford Union. The Home Office declared that his visit was “not conducive to the public good”.
Meanwhile, Julius Malema EFF Party leader, a South African political figure who openly sings “Kill the Boer” at rallies, glorifies racial violence and promotes land expropriation without compensation, was welcomed by UK! The British High Commission issued a grovelling apology, assuring him the visa holdup was merely bureaucratic, not moral. The message could not be clearer: in UK ideas from the Right are criminalised, but hate from the Left is indulged.
Toby Young has recently laid this out in detail in his excellent interview on GB News in the wake of the Lucy Connolly appeal decision. The first ever ASEAN-China-GCC trilateral summit in Malaysia, with 17 Global South nations at the table, was a de facto celebration of the New Silk Road spirit. It’s on “continental” Europe, to borrow the Anglo terminology, mostly in France and Prussia, and not in England, that the Hobbesian concept of the State materialised. Britain became a world power thanks to its navy and trade, eschewing the characteristic institutions of the state such as a written constitution and a legislative codification of law.
Anglo-Saxon international law in fact voided the continental conception of the State and also war. According to Schmitt, it developed its own concepts of “war” and “enemy” out of maritime and trade conflicts which did not make a distinction between combatants and non-combatants (when it comes to its lasting legacy, think “the war on terror”).
Asia is a completely different story. Here we cannot use the terminology of “state” to designate the political constructions of Southeast Asia before decolonisation. China, on the other hand, featured a unitary state imposing, via a quite efficient administration, social order over a vast territory. There was no competition against the centralised state issuing from a landed aristocracy; no urban bourgeoisie; and no military contesting the imperial order, as in Europe. That’s the major difference between China and the West. China is finally self-assured enough to start disengaging from the current, Western-dominated system of international relations, because it has the means to do so. Starmer’s rapid, ruthless rise to power strongly suggests he was groomed and protected by Britain’s deep state every step of the way. This interpretation is amply reinforced by the premier’s deep and cohering relationship with London’s security and intelligence services. His much-vaunted spell leading the CPS was typified by suspiciously destroyed files related to the persecution of WikiLeaks founder Julian Assange, and exoneration of notorious paedophile Jimmy Savile. The time has perhaps come for his accumulated debts to MI5 and MI6 to be cashed in.

I can’t help thinking that such chronically unaware egos will quickly destroy each other – such is karma.
Btw, I can but think that Russia has not missiled us yet simply because she has looked at our establishment and our high streets and the state of our armed forces and decided we are not worth the expenditure – and we are so busy demolishing ourselves.
